Instructions
Preheat your oven to 350°F (175°C) and line a standard cupcake pan with paper liners.
In a large mixing bowl, combine the all-purpose flour, cocoa powder, granulated sugar, baking powder, baking soda, and salt. Whisk until well mixed.
In a separate bowl, beat the eggs until frothy. Add the whole milk, vegetable oil, and vanilla extract, stirring until combined.
Gradually add the wet ingredients to the dry ingredients, mixing gently until just combined.
Carefully stir in the boiling water. If using chocolate chips, fold them in now.
Evenly distribute the batter into the prepared cupcake liners, filling each about two-thirds full.
Bake for 18-20 minutes, or until a toothpick inserted comes out clean.
Let the cupcakes cool in the pan for 5 minutes before transferring to a wire rack to cool completely.
Frost with your favorite chocolate frosting once cooled.
