Instructions
Preheat your oven to 400°F (200°C).
In a large skillet, heat oil over medium heat. Add onion and sauté for about 5 minutes until translucent.
Add garlic and carrots, cooking for an additional 3-4 minutes until softened.
Increase heat to medium-high, add ground meat, and cook until browned, about 6-8 minutes. Drain excess fat if necessary.
Stir in tomato paste, Worcestershire sauce, thyme, salt, and pepper. Cook for another 2 minutes.
Add frozen peas and cook for an additional 2-3 minutes. Remove from heat.
Boil potatoes in a pot of cold water until tender, about 15-20 minutes. Drain and return to pot.
Add butter and milk to potatoes, mash until smooth. Season with salt and pepper. Stir in half of the cheese if desired.
Spread meat filling in a baking dish, then spoon mashed potatoes over the top. Create texture with a fork.
If using cheese, sprinkle on top of the potatoes.
Bake for 25-30 minutes until golden brown and bubbling.
Let sit for 10 minutes before serving.
