Prepare the cauliflower by removing leaves and stem, then cut into small florets.
In a large pot, bring about 2 inches of water to a boil. Place a steamer basket in the pot and add the cauliflower florets. Cover and steam for 10-12 minutes until fork-tender.
In a small saucepan, melt the butter over low heat. Add minced garlic and sauté for 1-2 minutes until fragrant.
Transfer the steamed cauliflower to a mixing bowl. Pour the garlic butter mixture and heavy cream over the cauliflower.
Using a potato masher or immersion blender, mash the cauliflower to your desired consistency.
Season with salt and black pepper to taste, mixing well.
If desired, fold in chopped chives for added flavor.
Transfer to a serving bowl and garnish with additional melted butter and chives if desired. Serve immediately.
